Region 1

Mike DeFrancisco

Mike DeFrancisco is a Fire and Bomb Investigator with the Columbus Division of Fire in Columbus, Ohio. He has been in this position for 16 years and has been involved in many facets of law enforcement for 30 years. DeFrancisco is a special subject instructor in Fire and Bomb investigations as well as Weapons of Mass Destruction.

Region 2

Clifford Payne

Cliff has been a law enforcement officer for 28 years. He is currently in his 23rd year with the Atlanta Police Department where he served for 8 years in APD’s Field Operations Division and for 16 years in their Background Investigations and Recruitment Unit where he is their Senior Computer Voice Stress Analyst. Cliff is certified as an “Expert” CVSA examiner by NACVSA. Cliff has over ten years of experience as a Computer Voice Stress Analyst and has conducted over 1,800 exams. Cliff is the owner of Atlanta Truth Verification Specialists which specializes in CVSA exams and pre-employment background investigation training and consultation.

Region 3

Greg Martin

Greg has 20 years of law enforcement experience, with 16 years experience as a Lead Criminal Investigator. He has worked in every aspect of law enforcement from patrol to narcotics and major crimes. He is currently an Investigator for the Missouri Attorney General’s Office, Special Prosecutions Unit, and is responsible for investigating a variety of high-level felony cases, including capital crimes. Greg has been a Certified CVSA Examiner since 2002 and has conducted over 1,000 CVSA examinations. Greg has also been recognized by the NACVSA as one of two “Expert” CVSA examiners in the world. His case solve rate with the CVSA is over 97%.

Region 4

Detective Allan O’Neil

Allan introduced the CVSA to the Seattle Internet Crimes Against Children (ICAC) Task Force. The success of the CVSA has been invaluable in identifying ‘hands on’ suspects during child pornography investigations. One of Allan’s many cases resulted in a suspect confessing post-CVSA examination that he had victimized at least 10 children, 3 of which were living with him at the time of arrest. During ICAC Traveler operations Allan’s CVSA examinations have also identified suspects as ‘hands on’ offenders and Allan was able to obtain confessions in these cases as well. Allan also employs the CVSA in Homicide investigations and in one case the results of the CVSA identified a hesitant witness to a murder, who once confronted with the results provided valuable information about the murder. Allan has conducted CVSA examinations for the FBI, Homeland Security, Washington State Patrol and other neighboring agencies. Allan has also dedicated his time to serving as the Director for Region 4 of the NACVSA, and is highly active in assisting other agencies with the CVSA..

Canada

Don Wiebe

Don Wiebe is a retired Sergeant from the Saanich Police Department, Victoria British Columbia, Canada, after 30 yrs. of service. Don served the last 10 yrs. in Major Crime Section. He is a provincially accredited homicide team leader, Interviewing Specialist – Interviewing Instructor and the first CVSA Examiner in Canada. Don is the Lead Instructor for the widely acclaimed Analytical Interview System® (AIS) Course which is taught to investigators from local, state and federal agencies, including military Special Forces and other military investigators.
