Billy retired from the Chula Vista Police Department (California) after 34 years of military, federal and municipal law enforcement. In his law enforcement career, Billy was involved in Patrol Operations, Crime Scene Investigations, Auto Theft Inv, Jail Operations, Research & Development and Logistical Support. Billy became a CVSA Examiner in 1998 and since that time has conducted over 1500 examinations in every subject from homicide to backgrounds.

Harry Bennigson is retired from the Vallejo Police Department (California) after 35 years in Law Enforcement. Harry started his law enforcement career with the Tiburon Police Department in 1979 before transferring to the Vallejo PD in 1988. In his career, Harry was a police officer, detective, FTO, Corporal, Sergeant, hostage negotiator, and traffic motor officer. While working investigations with Vallejo PD, Harry became a CVSA examiner in 1995. Harry has conducted well over 1,000 examinations, ranging from fraud to homicide. After retiring from Vallejo PD, Harry worked in retirement with the UC Berkeley PD, officer, and detective for six years.

Chad Jeansonne, D.C.J.

Chad Jeansonne is currently employed as a detective with the Alexandria Police Department in Alexandria Louisiana. Chad began his law enforcement career in uniform patrol and has served in criminal investigations for approximately twenty years. In 2008, Chad was certified as a CVSA Examiner and was awarded master examiner status in 2024 by the NACVSA. During his career, Chad has conducted hundreds of examinations in complex investigations including homicide, child abuse, arson, sexual assault, and pre-employment examinations. In addition, Chad has assisted other law enforcement agencies upon request with his skills utilizing the CVSA. Chad holds a bachelor’s degree from Louisiana State University, a master’s degree from the University of The Rockies, and a Doctorate in Criminal Justice and Criminology from Pennsylvania Western University.
